Use of Observational Data and Experimental Studies in Developing Better Operations and Maintenance Plans

Abstract:

The U.S. Environmental Protection Agency (EPA) publication entitled Managing Asbestos in Place, A Building Owner’s Guide to Operations and Maintenance Programs for Asbestos-Containing Materials1 provides information about developing Operations and Maintenance (O&M) Plans for buildings in which asbestos-containing material (ACM) is found. Although the Green Book, as the EPA publication is called, provides guidance for developing O&M programs, it does not give specific procedures that are required to be in a program. While all O&M Plans should contain many of the same elements, a specific O&M Plan should be developed for each building based on that building’s particular situation. The Green Book describes some of the options which may be considered in an O&M Plan but leaves to the building owner the decisions about what specific practices should be incorporated into a building-specific Plan. Some options are more effective in minimizing asbestos exposure than others but also differ in the amount of time, effort and cost required to implement them. The process of choosing the best option can be assisted by considering observational data and experimental studies.
